The Fourth Meeting of the ASEAN Ministers of Health was held in Jakarta, Indonesia on 4-5 December 1991. Prior to the Meeting, the Senior Health Technical Officials also met on 2 - 3 December 1991.
The meeting was attended by H.E. Dato Paduka Dr. Haji Johar bin Dato Paduka Haji Noordin, the Minister of Health of Brunei Darussalam; H.E. Dr. Adhyatma, MPH, the Minister of Health of Indonesia; H.E. Dato' Lee Kim Sai, the Minister of Health of Malaysia; Dr. Tomas Maramba Jr., Undersecretary of Health of the. Philippines; H.E. Dr. Aline K. Wong, Minister of State for Health of Singapore and Dr. Teera Ramasoota, Deputy Permanent Secretary of Health of Thailand.
The Deputy Secretary-General of the ASEAN Secretariat also attended the Meeting.
Prior to the Meeting, the Ministers and other delegates attended the Opening Ceremony of the Fourth Meeting of the ASEAN Ministers of Health which was inaugurated by the Vice-President, H.E.Soedharmono, at the Vice-President's Palace.
H.E. Dr. Adhyatma delivered the opening address and welcomed the Ministers of Health and other delegates to the Meeting. All ASEAN Health Ministers delivered brief statements.
H.E. Dr. Adhyatma of Indonesia, H.E. Dato Paduka Dr. Haji Johar of Brunei Darussalam and H.E. Dr. Aline K. Wong were elected as Chairman, Vice - Chairman and Rapporteur, respectively.
The Meeting adopted the Report of the Senior Health Technical Officials Meeting.
The Meeting was briefed on the global situation and the challenge of AIDS by Dr. Gary Slutkin, WHO HQ, Geneva.
The Indonesian Minister of Health presented a Proposal for a Framework for the Exchange of Health Information in ASEAN with Emphasis on AIDS and Environment.
The Framework, among other things considered the following:
10.1. The objectives of the framework are:
10.1.1. to make relevant information on AIDS and environment available to member countries; and
10.1.2. to share experiences of member countries particularly in the formulation of policies and implementation of control programmes.
10.2. The common concern of member countries is the growing threat of AIDS.
10.3. While each country had developed its programme in keeping with its social, cultural and economic situation, it was also recognized that collaboration between member countries could enhance individual member countries' efforts for the control of AIDS and environmental health problems.
10.4. While exchange of information through WHO, SEAMIC, Commonwealth Secretariat and Border Health Conferences are on-going, the Framework outlined the establishment of a focal point within each country for exchange of information, the type of information to be exchanged and the frequency of reporting. Provision was also made for immediate exchange of information in cases of natural disaster and epidemics.
The Meeting adopted the Framework for the Exchange of Health Information with Emphasis on AIDS and Environment.
The Meeting agreed to bring the problem of AIDS to the attention of the ASEAN Heads of Governments Meeting in Singapore, January 1992.
The Meeting agreed to utilize the Annual Meeting of The ASEAN Sub-Committee on Health and Nutrition as the forum for a Meeting of Senior Health Technical Officials and for deciding the date and venue of next Meeting of The Ministers of Health after mutual consultation.
The Ministers and other delegates were pleased with the outcome of the Meeting and expressed their gratitude to the Indonesian Government for its hospitality and the excellent arrangements made for the Meeting.
The Meeting was held in the traditional spirit of ASEAN cordiality and solidarity.
